The State Health Insurance Program (SHIP) provides funding for states to provide advocacy services for Medicare questions or problems. Through a national network of state offices and local sponsors, counselors are available over the phone or face-to-face.

States receive grants, based on performance, that are reported through SHIPtalk. Through the myriad of policy changes, the task of staying informed of the latest key information is daunting. Counselors also need to provide an advocacy message that is consistent across the network. Any online solution had to meet the needs of SHIPtalk’s myriad of users - volunteer, temporary, state professional counselors, program directors and managers.

Solution:

To answer the challenge, e.magination built an online collaboration platform providing the SHIP network the ability to stay informed of key information in a centralized manner.

National Performance Reporting (NPR) is a standard method of program evaluation for the federal government.  Based on the NPR standard, e.magination developed a sister site for measuring advocacy service performance for the SHIP's site.

Results:

Developed using Microsoft’s ASP.NET platform and SQL Server 2000, key policy content is available via an “Information Library” and counselors can now stay current with policy changes and communicate a consistent advocacy message.

On-going development and support are provided and the SHIPtalk.org site is hosted at e.magination’s facilities.
